Resolves the problem.

The configuration file is marked with %config(noreplace). How do you disable the repository for people updating from pre-GA to post-GA?

The logic of no replace only kicks in if the user changes it, if the checksum of the file is the same as the one in the original rpm it upgrades it.

FEDORA-2023-c4cf10f387 has been pushed to the Fedora 39 testing repository.
Soon you'll be able to install the update with the following command:
`sudo dnf upgrade --enablerepo=updates-testing --refresh --advisory=FEDORA-2023-c4cf10f387`
