The current latest stable version is actually 6.1.6. If you aren't going to package RCs, you might want to change release monitoring to Stable-only (on src.fp.o).

It does not; that's a build-only requirement so that wheels work with both 2 and 1 (builds against latest NumPy are compatible with older versions, but not vice versa across the major bump). The actual requirement is 1.23.2: https://github.com/astropy/astropy/blob/main/pyproject.toml#L42

You can patch out the build requirement since we don't mix build/runtime versions in Fedora.
