Proposing for a blocker discussion. The most relevant criterion is likely this one: https://fedoraproject.org/wiki/Fedora_39_Final_Release_Criteria#Keyboard_layout_configuration The correct layout is *used*, but the indicator is wrong, confusing users and possibly making them to interact with the indicator. (We should also check whether you might have configured a keymap variant which is not displayed in the indicator, what happens then for such a confused user).
