Description of problem:
When the node goes down, virt launcher takes approx 6 minutes to be back up

How reproducible:
always

Steps to Reproduce:
1. Start a VM 
2. Make the node down on the same VM. We have enabled Node health check
3.

Actual results
virt-launcher takes more time to start again

Expected results:
virt-launcher should be back up bit faster

Additional info:
For reference attaching series of events and must gather report(jira)
