Description of problem:
From https://tracker.ceph.com/issues/62771,

with reef radosgw the openstack swift integration stopped working.


Version-Release number of selected component (if applicable):
Reef--so rhcs-7.0 will be affected

How reproducible:
100%

Steps to Reproduce:
Usually /swift/info with quincy as example returns the default-placement policy which horizon in openstack uses to render the storage policies. However with reef this is empty after the upgrade:
