The patch openssh-9.3p1-merged-openssl-evp.patch introduces implicit function declarations, which are now an error in Fedora rawhide.

Reproducible: Always

Steps to Reproduce:
1. Try to build the package in Fedora rawhide.

Actual Results:  
Build failure.

Expected Results:  
Build success.

Patch that fixes the issue.

I didn't apply this because I don't know whether you prefer editing openssh-9.3p1-merged-openssl-evp.patch in place.
