Doc Text:	Before this release, the frr-status and oslo-config-validator validations reported FAILED during an update. The error messages were specific to the validation code and do not indicate any conditions that affect 17.1 operations. Description of problem:


This bugzilla tracks adding back the validations that have been fixed for z2.

Related to https://code.engineering.redhat.com/gerrit/c/openstack-tripleo-validations/+/446137/

The following validations have been fixed, and will get added back:

- ceph-health
- frr-status                  (removed - see below)
- oslo-config-validator       (removed - see below)

removed: for 17.1.3 we have https://bugzilla.redhat.com/show_bug.cgi?id=2272546 which removes two validations:
- oslo-config-validator
- frr-status

To verify and close this bz - we need to make sure the following validations appear:
- ceph-health

Future: the following are still under investigation, and are not planned for inclusion for future releases:

- check-kernel-version
- overcloud-service-status
- tls-everywhere-post-deployment
- pacemaker-status
- check-manila-policy-file
- nfv-ovsdpdk-zero-packet-loss-check
- ovs-dpdk-pmd-cpus-check
