/usr/lib64/qtcreator/plugins/libClangFormat.so: Cannot load library /usr/lib64/qtcreator/plugins/libClangFormat.so: (/usr/lib64/qtcreator/plugins/libClangFormat.so: undefined symbol: _ZN4llvm8toStringB5cxx11ENS_5ErrorE)

Reproducible: Always

Steps to Reproduce:
1. Activate the clang format plugin
2. Restart Qt Creator
3.
Actual Results:  
Creator shows a dialog box that the plugin has a linking error.

Expected Results:  
Creator is loading clang format plugin

The clang format plugin is now activated by default(https://codereview.qt-project.org/c/qt-creator/qt-creator/+/449057).
