The -doc subpackage includes the rST sources for the docs, but not the built HTML documentation.

Reproducible: Always

Steps to Reproduce:
1. Install libdicom-doc
Actual Results:  
HTML documentation is not included

Expected Results:  
HTML documentation is included

The rST sources are packaged as an interim measure, until Hawkmoth is available in Fedora and we can build the HTML docs from source.
