Description of problem:
The version of community general package in EPEL is very old at this point.  Can a newer version be packaged? Current fedora is at 7.2.1 which is also behind upstream (at version 7.4.0)

Yes, the plan is to rebase ansible-collection-community-general alongside RHEL 9.3.
