Description of problem:
Reviewer complete 32/64bits checks should be enabled if reviewer selects
location without saving the page (javascript would probably work)

Steps to Reproduce:
1. visit the hardward.redhat.com
2. when Reviewer select the 'local' or 'leverage', complete 32/64bits checks
can't be enable at once.

Also fixed on live; saving the page is no longer required.
