Are there any update plans? It seems the new version is interesting. I tried to update the spec file but I was stuck with the gc-part. The update would affect arb, antic. I can help with tests. Thanks, Enrique.
Some of the affected packages are also part of my attempt to add SoPlex and SCIP to Fedora, so I plan to finish that first before taking on the flint upgrade. If you would like things to move along faster, I could use some package reviews: https://discussion.fedoraproject.org/t/soplex-and-scip/98387 Once that is done, I intend to create a COPR and run test builds. As you noted, the arb and antic packages will be retired. Everything else needs to be checked for compatibility and any issues resolved before we start building. I am happy for any help with any of those tasks.

There is now a COPR where I am testing flint 3.1.0 compatibility: https://copr.fedorainfracloud.org/coprs/jjames/FLINT3/. Most package updates have been straightforward, but ccluster needed a fairly invasive patch. I would appreciate opinions on whether my patch is correct or not. As announced on fedora-devel-list and discussion.fedoraproject.org, I intend to do the flint update next week. Let me know if you have concerns or see something else that should be done before then. The update will take place in Rawhide and F40 only.
