Description of problem:
During "openstack overcloud upgrade run --yes --stack <stack> --debug --limit allovercloud,undercloud --playbook all", 
for about 23 minutes most IPv6 pings between VMs on the overcloud stopped. All VM ports in the test environment are dual 
stacked and the IPv4 ports did not have issues with pings. By the end of the upgrade, all pings were working as expected.

How reproducible:
Always, in customer setup.

Steps to Reproduce:
1. Set up an OSP16.2 
2. Set up a VM with IPv6 interfaces on 2 separate hosts, start pinging between VMs
3. Run 16.2 to 17.1 upgrade
4. Upgrade completes fine

Actual results:
During upgrade, IPv6 pinging stops for more than 20 minutes.

Expected results:
VM IPv6 connectivity is preserved throughout upgrade, or minimally impacted
