Cause: libcephsqlite blocklists active connections when RADOS access is lost. Consequence: Soem ceph-mgr modules, like devicehealth, become unavailable. Fix: Reopen database connections when blocklist errors occur. Result: Database blocklisting is no longer a terminal failure for a module.
