Thanks for the contribution. The package needs to be built from source: https://docs.fedoraproject.org/en-US/packaging-guidelines/what-can-be-packaged/#prebuilt-binaries-or-libraries This would require flutter and dart base ecosystem to be packaged.
Dart has many dependencies: https://github.com/dart-lang/sdk/blob/main/DEPS Might consider maintaining a copr build first. See https://copr.fedorainfracloud.org/coprs/albertop/dart/ as an example starting point, though it also uses bundled dependencies. Version dependencies follow Googles live at head philosophy which may make updating a little time consuming.
