The PR that adds s390x support to libbpf-tools has been accepted upstream: https://github.com/iovisor/bcc/pull/4729

Please update bcc in Fedora to include this (through a new version or backport) and enable the build for s390x.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 40 development cycle.
Changing version to 40.
