Also breaks on f39 with the same error.

Doing "dnf downgrade mod_dav_svn" restores a working system.

I can confirm that this update fixed Apache HTTPD startup failure.
I've added karma. I recommend everyone affected by this bug to do the same to expedite pushing this update to stable.

FEDORA-2023-5f80d344b4 has been pushed to the Fedora 39 testing repository.
