Please branch and build git-delta in epel9 and epel8.

Reproducible: Always

Steps to Reproduce:
1. Have EPEL installed
2. attempt to install git-delta
Actual Results:  
No match for argument: git-delta
Error: Unable to find a match: git-delta

Expected Results:  
I had hoped to be able to install this tool.

I can provide builds for epel9 - Rust packages can be built the same way on epel9 as they are on Fedora.

For epel8, the process is entirely different, and essentially requires making a whole new package, and I cannot commit to that. If somebody else in the Rust SIG wants to do that, they are free to do so.
