Description of problem:
Request to get rhosp-openvswitch updated to ovs3.2 and ovn23.06 which are current latest released FDP builds[1].
The update is required for [2][3], RDO side it's already updated in Antelope[4][5]

If newer ovs/ovn versions gets available in near future(i see next FDP release coming on 30th November) it can be updated to even those.
