Getting '/usr/sbin/foreman-rake db:migrate' returned 1 instead of one of [0] ERROR while trying to upgrade Satellite 6.13 to 6.14

As a workaround, it may help to ensure that every lifecycle environment has at least once content view promoted to it.

Would love to hear feedback if that gets you past the migration.
