Since kwin-5.27.80-5.fc40 landed in Rawhide in Fedora-Rawhide-20231127.n.0 , after install of KDE with no user account (which causes initial-setup to be run on first boot), initial-setup has been shown squished into a tiny corner of the screen, seemingly about 432x200 pixels (on a 1024x768 display in a VM). It's obviously not really usable at that size. initial-setup didn't change, so kwin is the obvious suspect. I can't compare to GNOME because GNOME has its own initial setup tool.
