rtl-433 has a new 2023.11 release.

The most recently packaged version in Fedora is a pre-release from July 14th, 2023 (as requested in https://bugzilla.redhat.com/show_bug.cgi?id=2222116):

Reproducible: Always

Steps to Reproduce:
dnf install rtl-433
Actual Results:  
An older pre-release version from July 14th, 2023 is installed.

Expected Results:  
rtl-433 version 2023.11 should be available to install.

Glad to see there is interest in this project in Fedora.

I expect to return from travels the week before Christmas and will push out a new build at that time.
I also need to figure out why I'm not getting notifications when upstream creates a new release.
