Several tools inside distribution works with DNS global servers. It contains list of root-servers.net, where one address recently has changed. It should be updated in all software using such list. Either built-in or explicit in configuration files, address of b.root-servers.net has changed. pdns-recursor is already updated by rebase, bug #2257607.
To prevent future multiple changes, we might want to consider shared DNS root hints, like Debian dns-root-data [1] does. But some programs does not read hints from file by default anyway. Example might be drill from ldns-utils. Even unbound has separate built-in only hints. It has no separate file, which we could change to be shared. Perhaps bugs to modify those upstreams to offer at least build-time, better only runtime reading of root hints.
