@ybuenos just want to check what is needed here? Is it just submit a rebuild for F39? What about F38?

Hi, as rdiff-backup developer, I'm not sure to understand why this issue should be relevant to Fedora: we only use PyInstaller for the Windows build. I created https://github.com/rdiff-backup/rdiff-backup/issues/957 to check this properly but it also only concerns Windows, not Linux. It would be interesting to know how you came to the conclusion that rdiff-backup might be impacted, there is perhaps something to improve. As a side note, entry in requirements.txt is `pyinstaller; platform_system=="Windows"`!
