Description of problem:
during the converge step after minor updating the platform, rabbitmq cluster got restarted.

Version-Release number of selected component (if applicable):
RHOSP 16.2.6

How reproducible:
minor updating from 16.2 to 16.2.6

Steps to Reproduce:
1. complete all the minor update steps for the overcloud
2. run the converge step

Actual results:
pacemaker resources being restarted

Expected results:
pacemaker resources not being restarted
