I ran sudo dnf offline-upgrade download with updates-testing enabled in a Fedora 39 KDE Plasma installation. dnf problems were shown with "nothing provides (python3.12dist(rpmautospec-core) < 0.2~~ with python3.12dist(rpmautospec-core) >= 0.1.4) needed by python3-rpmautospec-0.4.2-1.fc39.noarch from updates-testing" which prevented python3-rpmautospec-0.4.1-2.fc39.noarch from being updated.
