Bug 2255744 has been fixed. Perhaps you can re-enable aarch64 builds now?

Not backported to gcc-13 packages in f38 and f39 yet.

Patched gcc-13 has now been updated for f39, so you can already rebuild darktable-4.6.1-2 there.

For f38 it is still in testing: https://bodhi.fedoraproject.org/updates/FEDORA-2024-a5ef56504d
