Notice: since 7.1.1-29, the build is broken for perl module

You need to revert
   https://github.com/ImageMagick/ImageMagick/commit/c09d35f22090585a0357ecfbd58786022a37aae7

Or add a simple:
   sed -e '/INSTALL_BASE/d' -i PerlMagick/Makefile.PL*
