This requires an update to python-multipart, https://src.fedoraproject.org/rpms/python-multipart/pull-request/1, bug 2262502.

This is fixed in FastAPI 0.109.1, which can only be packaged for F40 and later, but since the fix is actually in python-multipart, it should still be possible to fix stable releases by updating python-multipart in F38 and F39. See https://github.com/tiangolo/fastapi/security/advisories/GHSA-qf9m-vfgh-m389.
