Confirmed neutron/services/segments/db.py and neutron/plugins/ml2/drivers/ovn/mech_driver/ovsdb/ovn_db_sync.py fixes are in place in the latest build of 17.1.3 (RHOS-17.1-RHEL-9-20240329.n.1, diff comparison of files)
