Proposed as a Freeze Exception for 40-final by Fedora user salimma using the blocker tracking app because:

 This fixes two CVEs:
- CVE-2024-24680, bug number above
- CVE-2024-27351 (#2267654 )

and updates the packaging to make it possible to swap Django stacks, needed so we can package Django LTS and easily swap them with the latest Django or other LTSes
