This update safeguards against upgrades from RHOSP 16.2 to RHOSP 17.1 with libvirt configurations that could result in workload disruptions after the upgrade. + Before this update, if you performed an upgrade to RHOSP 17.1 from a RHOSP 16.2 environment that included a modular deployment of libvirt on Red Hat Enterprise Linux (RHEL) 8 or that ran libvirt UBI9 on RHEL 8, these configurations sometimes resulted in workload disruption. + With this update, the upgrade from RHOSP 16.2 to 17.1 fails if the RHOSP 16.2 environment includes a modular deployment of libvirt on Red Hat Enterprise Linux (RHEL) 8, or runs libvirt UBI9 on RHEL 8.

If the environment is misconfigured and the rhosp-9/libvirt container is used on RHEL-8 all the vms on the computes will stop and they need to be restarted.

If the environment uses the libvirt containers base on UBI9 on RHEL-8, there is production disruption as all the virtual machines are going to stop.
