I think filling this bug on dnsmasq component was a mistake. Dnsmasq does not have separate cache for different ECS responses nor it is able to flush them by specific parameters. It can flush whole cache anyway. There cannot be such vulnerability in dnsmasq and there is nothing to fix as a result.

Dnsmasq is not affected by thing in any version.
