Fedora's Koji used dnf5 since Fedora 40 <https://fedoraproject.org/wiki/Releases/40/ChangeSet#Build_Fedora_with_DNF_5>. But mock-core-configs-40.1-1.fc41.noarch sets config_opts['package_manager'] = 'dnf' for 
/etc/mock/fedora-40-*.cfg configurations.

It would be great to bring mock-core-configs in line with that Fedora 40 change.
