Description of problem:
We ship an old version of promtail that builds with golang 1.16.

We need to build with golang 1.19 or newer.

Steps to Reproduce:
1. Log into Red Hat's registry.redhat.io
2. podman run -it --rm --user root registry.redhat.io/rhceph/rhceph-promtail-rhel9:v2.4.0 --version

Actual results:
promtail, version 2.4.0 (branch: HEAD, revision: 3987933cd)
  build user:       root@c5079ad0720f
  build date:       2024-02-01T22:13:10Z
  go version:       go1.16.12
  platform:         linux/amd64

Expected results:
"go version" is 1.19 or higher.
