Verified with OCP 4.16.0-0.nightly-2024-04-29-222758 and ODF 4.16.0-90, runbook_url is updated in the 'OSDCPULoadHigh' alert and the link(https://github.com/openshift/runbooks/blob/master/alerts/openshift-container-storage-operator/OSDCPULoadHigh.md) is valid. (refer rubook_url.png)
