I ran sudo dnf offline-upgrade download with updates-testing enabled in a Fedora 40 KDE Plasma installation. The following dnf problem with python3-cryptography-42.0.5-1.fc40 and python3-pyOpenSSL-23.2.0-3.fc40 prevented updating to python3-cryptography-42.0.5-1.fc40 due to a conflict with their version requirements.

Problem: package python3-pyOpenSSL-23.2.0-3.fc40.noarch from @System requires ((python3.12dist(cryptography) < 40 or python3.12dist(cryptography) > 40) with (python3.12dist(cryptography) < 40.0.1 or python3.12dist(cryptography) > 40.0.1) with python3.12dist(cryptography) < 42~~ with python3.12dist(cryptography) >= 38), but none of the providers can be installed
  - cannot install both python3-cryptography-42.0.5-1.fc40.x86_64 from updates-testing and python3-cryptography-41.0.7-1.fc40.x86_64 from @System
  - cannot install both python3-cryptography-42.0.5-1.fc40.x86_64 from updates-testing and python3-cryptography-41.0.7-1.fc40.x86_64 from fedora
  - cannot install the best update candidate for package python3-pyOpenSSL-23.2.0-3.fc40.noarch
  - cannot install the best update candidate for package python3-cryptography-41.0.7-1.fc40.x86_64
 

Reproducible: Always

Steps to Reproduce:
1. Boot a Fedora 40 KDE Plasma installation
2. Log in to Plasma on Wayland
3. Start Konsole
4. sudo dnf offline-upgrade download with updates-testing enabled in Konsole. The problem also happened with sudo dnf upgrade --refresh
Actual Results:  
dnf problem with python3-cryptography-42.0.5-1.fc40 and python3-pyOpenSSL-23.2.0-3.fc40

Expected Results:  
No problems should have happened.

I have unpushed the update. That should unblock you from testing with updates-testing.

This message is a reminder that Fedora Linux 40 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 40 on 2025-05-13.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
'version' of '40'.

Fedora Linux 40 is no longer maintained, which means that it
will not receive any further security or bug fix updates. As a result we

please feel free to reopen this bug against that version. Note that the version
