Filling this bug so that we can get a freeze exception to land this early in F40.

Proposed as a Freeze Exception for 40-final by Fedora user siosm using the blocker tracking app because:

 Fix for rootless container networking, already pulled in Fedora CoreOS 40 rebase and would be needed for Atomic Desktops.
