As of now, the Rotate Keys in console UI hits an ux-backend endpoint for rotating keys, this backend just deletes a secret w/o adding any other value rather than just acting as a proxy.

As such, this indirection is of no use and should be removed such that Rotate Keys can directly perform the said action w/o any proxy.

QA: No regression is enough for validating this. Like, clicking the button should still rotate keys.

Name of secret: "onboarding-ticket-key" in "openshift-storage" (where Provider usually runs) namespace and for validation just check the creation timestamp is newer after rotating keys.
