MGR logs now do not report false errors for orphan events
Previously, while applying service specifications, cephadm creates a progress event for the daemons to be added or deleted from the hosts. The progress event is initialized if progress_total is greater than 0, but at the end, cephadm tried to mark the progress event as complete/fail even though the progress event was not initialized. As a result, MGR logs were flooded with “[progress WARNING root] complete: ev <event-id> does not exist” errors.
With this fix, progress events are marked as complete/fail only if they are initialized and the MGR logs no longer report errors for orphan events.
