issue - internal topology notification 2024-04-21 at 17.55.37

Description of problem (please be detailed as possible and provide log
snippests):

When navigating to Storage / Data Foundation / Topology the notification on upper-right corner is visible: 
"This view is only supported for Internal mode cluster"
Since we have now Provider mode and Topology presented without issues we need to update the text. 

Since this text has been presented to inform External mode users that the ODF Topology is unavailable for this mode it is proposed to change the text to "This view is not supported for External mode cluster"

4.16.0-83.stable

3. click on message icon on top-right corner
