Doc Text:	Before this update, during upgrades to RHOSP 17.1 and updates between minor versions of 17.1, Networking service (neutron) environments that used the ML2/OVN mechanism driver stopped receiving updates from the OVN databases for a period of time. When the Controller node that contained the RAFT leader was also updated, the mechanism driver would then receive the updates from the OVN databases. + With this update, this problem has been fixed. Now, during RHOSP updates and upgrades, the Networking service using the ML2/OVN mechanism driver operates properly.	Story Points:	---

Description of problem:
Neutron server stops receiving updates from OVN databases if the database schema is converted to the new one. This is caused by another bug in python-ovs - fixed upstream https://patchwork.ozlabs.org/project/openvswitch/patch/20231218233124.669221-1-twilson@redhat.com/

In order to avoid the downtime of the Neutron control plane, we need to update the images for Neutron first before the OVN containers get updated and the images Neutron need to have OVS where this problem doesn't exist. The update of OVS version is tracked in the bug 2262077.
