Cause: 'logrotate.timer' service was not enabled during bootstrap. Consequence: logrotation will not happen and that will fill os disk space exponentially. Fix: With this fix, logrotation.timer will be enabled during bootstrap. Result: logrotation will happen daily.

Description of problem:
The default logrotate entry for /var/log/ceph/cephadm.log is insufficient. In its default configuration, the log file can grow to many gigabytes in size.

Version-Release number of selected component (if applicable):
"IBM Storage Ceph 6" Release 20

How reproducible:
100%

Steps to Reproduce:
1. Deploy Ceph with cephadm
2. Wait a week
3. 

Actual results:
/var/log/ceph/cephadm.log grows exponentially and never gets rotated

Expected results:
/var/log/ceph/cephadm.log gets rotated at least once a week?? once a day perhaps?
