Description of problem:
pod/console-7584795bdf-qkmhq, pod/ocs-client-operator-console-6fd4c988d7-zc8hr and pod/ocs-client-operator-controller-manager-846c4cd58f-8vqxr under openshift-storage namespace doesnot contain 'node.ocs.openshift.io/storage' toleration

Version-Release number of selected component (if applicable):
OCP 4.16 and ODF 4.16.0-92

How reproducible:
Everytime

Steps to Reproduce:
1.Install ODF 4.16.0 cluster 
2. Check for 'node.ocs.openshift.io/storage' toleration on pod/console-74bd4f4c8b-6ds44, pod/ocs-client-operator-console-74bd4f4c8b-fn5q7 and pod/ocs-client-operator-controller-manager-578c7ddd5c-p5b5p

Actual results:
node.ocs.openshift.io/storage toleration is missing

Expected results:
node.ocs.openshift.io/storage toleration should be available
