According to the linked bug this is fixed in 2.12.7. In Fedora Rawhide we have 2.12.6. However the main libxml2 package has not yet been fixed, so I am not keen to update mingw-libxml2 as then this package would be ahead of libxml2. Therefore I'll wait for libxml2 to get fixed first (bug 2280539).
