Description of problem:

Creating a new realm via the dashboard makes it a default realm.
The same behavior is not seen via the CLI.

Version-Release number of selected component (if applicable):

ceph version 18.2.0-127.el9cp

How reproducible:

Always

Steps to Reproduce:

1. On a ceph cluster having existing realms, create a new realm 'realm_UI_1' via the ceph dashboard and do not set it as default as shown in pic-1.
2. Once the realm 'realm_UI_1' is created, it becomes the default realm.

Actual results:

on creating a new realm via the dashboard, the realm is promoted as default by default.

Expected results:

the new realm created should become default only if the default option is set.

Verified on cluster dashboard: ceph version 18.2.0-143.el9cp

On a ceph cluster having existing realms, create a new realm 'india' via the ceph dashboard and do not set it as default.
Once the realm 'india' is created, it didn't become default realm.

moving BZ to VERIFIED

Note: Same behavior observed while creating realm via dashboard and cli
