While Monitor treats GW as AVAILABLE it may  start several Failover/failback related actions on its 16 independent FSMs.
But when monitor accepts GW's Beacon in "Created"  state - means this GW actually was rebooted and we in monitor missed this - it starts  Failover on this GW and sends Unavaliable state to The MonClient. Monclient resets.
