It seems that it is common practice to separate into language:
/usr/share/help/el/...
/usr/share/help/ne/...
So I suggest that the language directories are created by the filesystem package.

Reproducible: Always

Steps to Reproduce:
1. Fresh fc40 installation
2. rpm -qf /usr/share/help/*

Actual Results:  
file /usr/share/help/bg is not owned by any package
file /usr/share/help/C is not owned by any package
file /usr/share/help/cs is not owned by any package
file /usr/share/help/da is not owned by any package
file /usr/share/help/de is not owned by any package
file /usr/share/help/el is not owned by any package
file /usr/share/help/es is not owned by any package
file /usr/share/help/eu is not owned by any package
file /usr/share/help/fa is not owned by any package
file /usr/share/help/fr is not owned by any package
file /usr/share/help/gl is not owned by any package
file /usr/share/help/hu is not owned by any package
file /usr/share/help/id is not owned by any package
file /usr/share/help/pt_BR is not owned by any package
file /usr/share/help/ru is not owned by any package
file /usr/share/help/sl is not owned by any package
file /usr/share/help/sv is not owned by any package

This message is a reminder that Fedora Linux 40 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 40 on 2025-05-13.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
'version' of '40'.
