Hi, I do not think this is related to subversion. You should try emacs component.
Package subversion contains the file /usr/share/xemacs/site-packages/lisp/psvn.el, but neither owns that file's parent directories, nor depends on a package that does. Since XEmacs is not packaged for Fedora, perhaps it makes no sense to include this file. Alternatively, you could create an xemacs-filesystem package, similar to the existing emacs-filesystem package, and depend on that.
