UI blocked to apply drpolicy

Description of problem (please be detailed as possible and provide log
snippests):

Not able to assign drpolicy for Application created without pvc as DR UI is 
not able to find pvc label selector.
This is due to UI only allowed you to create a label selector based on the labels it found on the existing PVCs. But we don't have any PVCs in this and therefore UI blocking me.

Version of all relevant components (if applicable):
ACM - 2.10.3
OCP- 4.16.0
ODF- 4.16.0-107
RHCS - 7.0z2

Steps to Reproduce:
1.Create MDR enviourment
2.Deploy workload without pvc
3.Try to Protect the application by Applying DRpolicy 
 


Actual results:

UI is blocking to apply drpolicy using pvc selector
Expected results:
UI should Allow to create a PVC label selector with key and values
